They have been around since the 40's. Women used to wear clear, rubber versions of these to protect their shoes, back when women had to walk everywhere they went. I still had to walk in them for about an hour, which caused the lining to come off.  Shuella's are meant to be a fashion statement (neither or rainboots). They're about practicality and functionality.
